4 O que é o Open Access? Open Access, "Acesso Livre" (ou “Acesso Aberto”) significa a disponibilização livre na Internet de cópias gratuitas, online, de artigos de revistas científicas revistos por pares (peer-reviewed), comunicações em conferências, bem como relatórios técnicos, teses e documentos de trabalho.

5 Acesso Livre a quê? Essencial: Aos cerca de 2.5 milhões de artigos publicados por ano, a nível mundial, em cerca de 25,000 revistas com peer-review em todas as disciplinas académicas e cientificas. Opcional: A comunicações, teses e dissertações, relatórios, working papers, artigos não revistos (preprints); monografias; etc. Não Aplicável: O Acesso Livre não se aplica a livros sobre os quais os autores pretendam obter receitas ou textos não académicos, como notícias ou ficção.

6  Aumentar a visibilidade, o acesso, a utilização e o impacto dos resultados de investigação.  Acelerar e tornar mais eficiente o progresso da ciência.  Melhorar a monitorização, avaliação e gestão da actividade científica. Acesso Livre – Porquê?

7 ‘Novos’ paradigmas Métricas mais ricas, mais profundas e mais abrangentes para avaliar as contribuições individuais de autores A disseminação efectiva da produção científica está nas mãos dos autores (por fim!) O formato digital será o formato de registo/arquivo oficial da ciência (já o é em várias áreas científicas). A menos que publique regularmente na Nature ou Science, ter ‘visibilidade científica’ fica nas mãos dos autores ‘Velhos’ paradigmas O uso de métricas indirectas (como o factor de impacto) para avaliar o mérito científico é o melhor que se pode fazer As editoras são responsáveis pela disseminação dos trabalhos científicos/académicos O artigo impresso é o formato do registo/arquivo científico Os outros investigadores têm tempo para encontrar o que vocês querem que eles conheçam.

O projecto vai abarcar cerca de 20% do 7th FP (10 biliões de €) em disciplinas como ciências da saúde, energia, ambiente, ciências sociais e tecnologias de Informação e Comunicação. “Grant recipients will be required to deposit peer reviewed research articles or final manuscripts resulting from their FP7 projects in an online repository. They will have to make their best effort to ensure open access to these articles within either six or twelve months after publication, depending on the research area.”

22 A iniciativa EurOpenScholar  Resultou de uma reunião de reitores europeus, realizada em Liège em 18 de Novembro de 2008, que decidiram criar um consórcio de universidades que decidiram tomar a dianteira no domínio do Open Access.  O principal objectivo é “abrir os olhos dos investigadores para novas formas de promover e disseminar o conhecimento e de avaliar o progresso e o desempenho científico na era OA. Isto contribuirá para o avanço da investigação científica na Europa e para apromoção da investigação e dos investigadores europeus”.

24 Recomendações para as lideranças universitárias 1.Universities should develop institutional policies and strategies that foster the availability of their quality controlled research results (…), maximising their visibility, accessibility and scientific impact. 2.The basic approach for achieving this should be the creation of an institutional repository or participation in a shared repository(…). 3.University institutional policies should require that their researchers deposit (selfarchive) their scientific publications in their institutional repository upon acceptance for publication. Permissible embargoes should apply only to the date of open access provision and not the date of deposit(…) 4.University policies should include copyright in the institutional intellectual property rights (IPR) management (…) for ensuring that the institution has the right to use the material produced by its staff for further research, educational and instructional purposes. 5.University institutional policies should explore also how resources could be found and made available to researchers for author fees to support the emerging “author pays model” of open access.

25 Recomendações para os Conselhos de Reitores nacionais 1.All National Rectors’ Conferences should work with national research funding agencies and governments in their countries to implement the requirement for selfarchiving of research publications in institutional repositories and other appropriate open access repositories according to best practice models of the ERC and existing national research funding agencies operating open access mandates. National Rectors’ Conferences should encourage governments to work within the framework of the “Council of the European Union Conclusions on Scientific Information in the Digital Age: Access, Dissemination and Preservation” adopted at the EU Competitiveness Council meeting on 22nd23rd November 2007. 2.National Rectors’ Conferences should attach high priority to raising the awareness of university leadership to the importance of open access policies in terms of enhanced visibility, access and impact of their research results.

26 Recomendações para a EUA 1.EUA should continue to contribute actively to the policy dialogue on Open Access at the European level with a view to a selfarchiving mandate for all research results arising from EU research programme/project funding, hence in support of and building upon the ERC position and other international initiatives such as that of the US National Institutes of Health (NIH). 2.EUA should continue to be visible and to rally expertise from Europe’s universities on Open Access issues to provide input to European and International events advancing open access to scientific publications, research data and their preservation.
