2 O que é O Plano Brasil Maior – PBM tem como objetivo a adoção de políticas em favor do desenvolvimento industrial e tecnológico, sendo atualmente uma das principais vertentes do Governo. As ações de apoio à indústria buscam: Fortalecer a competitividade Acelerar ganhos de produtividade Promover o adensamento produtivo e tecnológico Ampliar mercados Criar empregos de melhor qualidade Garantir um crescimento inclusivo e sustentável

3 Arranjos Produtivos Locais (APL) são aglomerações de empresas, localizadas em um mesmo território, que apresentam especialização produtiva e mantêm vínculos de articulação, interação, cooperação e aprendizagem entre si e com outros atores locais, tais como: governo, associações, empresariais, instituições de crédito, ensino e pesquisa. (GTP-APL) (Fonte: O mesmo fenômeno pode ser denominado arranjo produtivo local, sistema produtivo local, ou cluster. No Brasil, a expressão mais difundida é arranjo produtivo local. Conceito

4 Conceito Síntese: A rápida adoção do termo APL nos documentos de política esteve associado a um esforço gradual e de médio prazo de redirecionamento ou adaptação das ações, buscando trazer para o centro a perspectiva territorial, coletiva e sistêmica.

Redução das desigualdades sociais e regionais; Inovação tecnológica; Expansão e a modernização da base produtiva; Crescimento do nível de emprego e renda; Redução da taxa de mortalidade de micro e pequenas empresas; Aumento da escolaridade e da capacitação; Aumento da produtividade e competitividade; Aumento das exportações. Por que apoiar o desenvolvimento de APLs?

6 Critérios para o estímulo a APLs e concentrações regionais de empresas
Critérios setoriais baseados na relevância e repercussão socioeconômica da atividade chave do APL (impacto no PIB, na produtividade e competitividade do setor, nas exportações e no nível de emprego) : Vocações e competências regionais para o fornecimento de bens e serviços; Importância estratégica para o país; Complexidade tecnológica envolvida e exigências de conhecimento acumulado; Demanda (tamanho e escala do mercado brasileiro do setor escolhido); Diversidade de serviços/soluções e equipamentos utilizados; Concentração de segmentos de mercado (predominância de empresas transnacionais de grande porte); Bens e equipamentos com tecnologia de base com produção em larga escala; Serviços especializados de alta tecnologia; Vantagem competitiva geográfica.

7 Critérios para o estímulo a APLs e concentrações regionais de empresas
Em territórios com baixo grau de industrialização ou recente, a seleção de setores tradicionais ou de baixo grau de especialização, para estruturação ou apoio a APLs existentes, é feita com base em critérios de desenvolvimento socioeconômico, tendo em vista as oportunidades e necessidades locais e regionais: Vocações e competências regionais para o fornecimento de bens e serviços; Proximidade com áreas de produção e demais fatores de atratividade local; Vantagem competitiva geográfica; Serviços especializados (como indústrias leves, manutenção industrial, etc.); Serviços tradicionais (como hotelaria, transportes, alimentação); Diversos serviços públicos; Necessidades de infraestrutura voltada para o setor.

8 Critérios para o estímulo a APLs e concentrações regionais de empresas
Governança: Mecanismos de governança local; Lideranças locais que se comprometam com o projeto; Qualidade de interação e de colaboração – construção de confiança no ambiente; Instituições voltadas para formação / capacitação de recursos humanos e desenvolvimento de tecnologias.

PRIORIDADES: Criar e fortalecer competências críticas da economia nacional; Aumentar o adensamento produtivo e tecnológico das cadeias de valor; Ampliar mercados interno e externo das empresas brasileiras; Garantir um crescimento socialmente inclusivo e ambientalmente sustentável.

10 Grau de Maturidade de APLs
GRUPO 1 – APLS COM FOCO EM ADENSAMENTO PRODUTIVO Estão inseridos neste grupo os APLs com vertente industrial e empresarial, e visam a melhoria da eficiência produtiva, à inovação, à capacitação tecnológica e ao aumento da produtividade e da competitividade. GRUPO 2 – APLS COM FOCO NA DINAMIZAÇÃO DA ECONOMIA REGIONAL Estão inseridos neste grupo os APLs que se localizam em regiões que apresentam atraso relativo de desenvolvimento, onde há desigualdade de renda, decorrente da ausência, estagnação ou má distribuição da atividade econômica, bem como da baixa capacidade de oferta de serviços públicos básicos de qualidade. GRUPO 3 – APLS COM FOCO NA INCLUSÃO PRODUTIVA APLs Com população em extrema pobreza que se caracterizam pelas atividades exercidas de forma incipiente e com baixa eficiência, seja pela falta de acesso as oportunidades ou mesmo pela falta de capacitação específica para a atividade produtiva.

Bairro do Recife localização central APL do Porto Digital - PE Espaço ocioso e de baixo custo Academia Universidade Capital Humano Qualificado Intuito de Revitalização da área Pesquisa Mercado Demanda por TIC (mercado) Empresas O Porto Digital é resultado do ambiente de inovação que se consolidou em Pernambuco nas últimas décadas. Em uma região atrativa para inovação, instituições, empresas, universidades e governos fomentaram mudanças econômicas e sociais que estão gerando riqueza, emprego e renda. O marco zero dessa nova economia é o Porto Digital, definido como o Arranjo Produtivo de Tecnologia da Informação e Comunicação e Economia Criativa, que está situado no Recife, capital de Pernambuco, no nordeste brasileiro. Iniciativa privada, governo e universidades Nesse contexto de produzir conhecimento localmente e exportar serviços de valor agregado para o mundo, surgiu o Porto Digital, em julho de Um projeto de desenvolvimento econômico que agrega investimentos públicos, iniciativa privada e universidades, compondo um sistema local de inovação que tem, atualmente, 200 instituições entre empresas de TIC, Economia Criativa, serviços especializados e órgãos de fomento. Em doze anos de operação, o Porto Digital já transferiu para o Bairro do Recife postos de trabalho, atraindo 10 empresas de outras regiões do País e quatro multinacionais, abrigando, ainda, quatro centros de tecnologia. Para implantar o modelo de governança e os projetos estruturadores, foi criado o Núcleo de Gestão do Porto Digital, associação civil sem fins lucrativos, qualificada como Organização Social (OS). O NGPD também desenvolve projetos de capacitação para jovens e fornece ferramentas para promover a inclusão social da comunidade do Pilar, situada ao norte do Bairro do Recife. Infra-estrutura e políticas setoriais Territorialmente, o Porto Digital está situado no bairro de Santo Amaro e no sítio histórico do Bairro do Recife, acrescentando ao projeto a componente de revitalização urbana. O bairro possui infra-estrutura adequada para a instalação de empresas de TIC por dispor de excelente estrutura de serviços e de telecomunicações. Em 100 hectares no Bairro do Recifek, são 8 Km de fibra ótica instalados e 26Km de dutos, tornando a região uma das mais modernas do país. O Governo Brasileiro estruturou o tema APL no País por meio da Instituição do Grupo de Trabalho Permanente para Arranjos Produtivos (GTP APL). Portaria número 200 em Secretaria Executiva lotada no MDIC 33 Instituições parceiras Definir critérios de ação conjunta Propor modelo de gestão Construir um sistema de informações para gerenciamento das ações Elaborar Termo de Referência com aspectos conceituais e metodológicos De 2004 eram 11 APLs pilotos. Em 2012 mais de APLs. Criação de 27 Núcleos Estaduais entre 2006 a 2008.
