With governance (100% implementation of legislation and protection of conservations units (parks, ecological station, indigenous lands), and, business as usual scenario (the conventional scenario). Assuming Baseline derived from average annual deforestation for 1980’s (using satellite imagery) the tropical countries, that elect to reduce their national emissions from deforestation below baseline during a commitment period, and demonstrate success, would be authorized to issue “carbon certificates” post facto. Also, these countries would agree not to increase (or to further reduce) deforestation in subsequent commitment periods. Baseline revised after 20yrs. Only a portion of the certificates might be valid for offsets in first period. Others could be valid for second and subsequent commitment periods. 5
