6 Resumo Stakeholder analysis means many things to different people. Various methods and approaches have been developed in different fields for different purposes, leading to confusion over the concept and practice of stakeholder analysis. This paper asks how and why stakeholder analysis should be conducted for participatory natural resource management research. This is achieved by reviewing the development of stakeholder analysis in business management, development and natural resource management. The normative and instrumental theoretical basis for stakeholder analysis is discussed, and a stakeholder analysis typology is proposed. This consists of methods for: i) identifying stakeholders; ii) differentiating between and categorising stakeholders; and iii) investigating relationships between stakeholders. The range of methods that can be used to carry out each type of analysis is reviewed. These methods and approaches are then illustrated through a series of case studies funded through the Rural Economy and Land Use (RELU) programme. These case studies show the wide range of participatory and non-participatory methods that can be used, and discuss some of the challenges and limitations of existing methods for stakeholder analysis. The case studies also propose new tools and combinations of methods that can more effectively identify and categorise stakeholders and help understand their inter-relationships. Gap

10 Definições Stakeholder: Aqueles que afetam ou são afetados por uma decisão ou ação. (Freeman, 1984). Grande parte do debate sobre a definição de stakeholder é sobre “the legitimacy of stake”. Stakeholder Analysis: Mapeamento dos stakeholders com o objetivo de entender seus interesses e influências, e como eles podem apoiar ou prejudicar o desempenho da firma (Brugha and Varvasovsky, 2000). Ampliado para contextos políticos e de gestão de recursos naturais. Pode ampliar ou gerar conflitos em alguns contextos (ODA, 1995). Descritiva: Descrever a relação de um fenômeno particular com seus stakeholders. Normativa: Ênfase na legitimidade do envolvimento do stakeholder, e em conceder poder para o processo de tomada de decisão (Habermas) Instrumental: Ênfase em entender como organizações, projetos e “policy-makers” podem identificar, explicar e gerenciar o comportamento dos stakeholders para atingir determinados objetivos.

Projeto RELU-Birds, estuda como as decisões de gestão das terras influencia a população de pássaros, que declinou desde 1970 Stakeholders foram identificados por Focus Group com pesquisadores, e posicionados em uma matriz interesse – influência O principal desafio foi definir interesse e influência de forma que pudessem ser medidos.

16 Identificando e Categorizando Stakeholders Dinâmicos
Projeto RELU-Floodplains, busca determinar o escopo para atingir os múltiplos objetivos da produção agrícola, biodiversidade e gestão da terra, gestão do risco de alagamentos e suporte à economia rural. No decorrer dos anos, a gestão pública mudou o foco de incentivos à produção agrícola para gestão ambiental. Entrevistas semi-estruturadas com os principais stakeholders para identificar as mudançã na gestão da terra e da água decorrentes de alteração das políticas públicas.

18 Análise Qualitativa de Relacionamento
Projeto RELU - Deer Management, investiga o processo de colaboração na gestão de recursos naturais estudando os cervos selvagens. Foram usadas entrevistas semi-estruturadas, complementadas por análises de redes e questões com escala Likert. Foi adotada uma abordagem iterativa, com a identificação inicial de 60 organizações como stakeholders, que permitiram a exploração de outras mais periféricas.

19 Análise Quantitativa de Relacionamento
Projeto RELU – Sustainable Uplands, concebido para combinar conhecimentos de stakeholders locais, “policy-makers”, cientistas naturais e sociais para antecipar, monitorar e gerenciar de forma sustentável mudanças rurais nos planaltos do Reino Unido. Foi usado um modelo iterativo com focus groups, entrevistas semi-estruturadas, contatos telefônicos com os participantes do focus groups e Social Network Analysis. O resultado foi usado para a identificação de representantes que seriam envolvidos em discussões de assuntos conflituosos.
