Common Security and Defence Policy European Maritime Security Strategy Defence Strategies – the European level How to build the BLUE GOWTH? Common Security and Defence Policy 1 – Enlarge the missions carried out under the CSDP Framework 2 – Mutual defence clause 3 - Extend EDA list of competences 4 – Permanent Structured Cooperation At UN level and IMO – International Regulations for Preventing Collisions at Sea (1972) (former ESDP)1 - offer a framework for cooperation within which the EU can conduct operational missions in third countries. Specifically, the aims of these missions are peace-keeping and strengthening international security. They rely on civil and military assets provided by Member States Before the Treaty of Lisbon entered into force, the tasks which could be carried out under the framework of the CSDP were: humanitarian and rescue tasks; conflict prevention and peace-keeping tasks; tasks of combat forces in crisis management. The Treaty of Lisbon adds three new tasks to this list: joint disarmament operations; military advice and assistance tasks; tasks in post-conflict stabilisation. 3 - the Agency shall: set common objectives for Member States in terms of military capacity; introduce and manage programmes in order to achieve the set objectives; harmonise Member States’ operational needs and improve the methods for procuring military equipment; manage defence technology research activities; contribute to strengthening the industrial and technological base of the defence sector and improving the effectiveness of military expenditure. 4 - participating Member States commit to developing their defence capacities more intensively and to supplying combat units for planned missions. The EDA regularly assesses participating Member States’ contributions EMSS The objective of this strategy would be to provide a common framework for relevant authorities at national and European levels to develop further their specific policies.  The aim of such a strategy would be to protect EU's strategic maritime interests and identify options to do so European Maritime Security Strategy (under development) 1 - Identify and articulate the main strategic maritime interests of the EU; 2 - Identify and articulate the maritime threats, challenges and risks to the strategic maritime interests of the EU; 3 - Provide the common policy objectives, common principles and areas of common support as the backbone of the joint strategic framework in order to create coherence for the diverse and wide array of sector specific maritime policies and strategies.

Estratégia da Base Tecnológica e Industrial de Defesa (National Technological and Industrial Base Defence Strategy) BTID – aims the development of the national industrial base priviledging prioritary technologies that can fullfil the military needs, not only in the full military sense, but also in the dual-use technologies. Basically, is an economic and diplomatic strategy aimed to the defence market! R&D strategy- it’s the starting point of the BTID strategy. Like any other R&D strategy, aims to contribute to build capabilities through development. The difference to other common R&D strategies is that we want to be more consequent and focused, as a governmental institution. Nationally Bilaterals EC EDA NATO How to do it International Cooperation How to do it Naturalmente, e porque o mundo de hoje é uma verdadeira aldeia global, e não estamos sozinhos, há também que apostar nas parcerias internacionais depois de, naturalmente termos a “casa” arrumada com as parcerias internas. Assim, as principais agências de defesa onde nos encontramos inseridos – a NATO e a Agência europeia de Defesa – têm-se constituído pilares fundamentais e prioritários em tecnologias no domínio de defesa. Naturalmente que as parcerias estratégicas nacionais fora desse contexto são também uma parte essencial. Os países da CPLP, da iniciativa 5+5, entre outros ou as cooperações bilaterais com diversos países, permitem encontrar oportunidades extremamente interessantes. Em tecnologias de áreas não exclusivas à defesa, as denominadas tecnologias de duplo uso, ou hibridas, têm também permitido encontrar oportunidades de cooperação extremamente interessantes e que, recentemente começaram a dar os seus frutos. Refiro, naturalmente, os projetos cooperativos internacionais no âmbito do 7º programa quadro que, com a preciosa colaboração do GPPQ, temos conseguido uma participação significativa e de grande prestígio para Portugal e que queremos agora exponeneciar as oportunidades para o H2020. No anterior programa quadro, que teve a nossa primeira participação, permitiu tomar conhecimento do processo e começar a expandir a rede de contactos para fora das nossas fronteiras. De facto, conhecermos e sermos conhecidos é extremamente importante para fortalecer o networking e começar a participar em alguns fora, que mais à frente vou referir, é extremamente importante para um arranque suave mas consolidado.
