O PROJETO OBSERVATÓRIO Consiste em pesquisar dispositivos de construção de conhecimentos quantitativos nos moldes de “Observatórios em C & T”, para apoiar decisões, planejamento e formulações de políticas dos quadros dirigentes no âmbito de IESs. prospectar e constituir fundos documentários do estado da técnica de estruturas informacionais do tipo Observatório de C & T; (REALIZADO) estudar a micro-cultura dos processos decisórios de quadros dirigentes da UFPE; identificar os tipos de fontes de informação tradicionalmente utilizados nos processos decisórios e; elencar repositórios que produzam dados cadastrais e séries estatísticas detalhadas de fontes primárias oficiais.
O PROJETO OBSERVATÓRIO O projeto está contemplado em: Bolsa de Produtividade em Pesquisa do CNPq; Projeto Universal 14/2012 - Faixa C Estratégias metodológicas para a produção de indicadores em CT&I no Brasil.

Nossa questão A questão que nos interessa concerne a natureza da evolução da comunicação científica no SUPORTE MEDIUM, do ponto de vista das consequências, quando a AUTORIA CIENTÍFICA DA IDEIA ORIGINAL É UM AUTOR COLETIVO. Nosso pressuposto Ao contrário do que se imagina que as novas tecnologias alteram somente alguns formatos e criam outros, (meios informais), além da implosão do tempo de comunicação, ou seja, velocidade de transmissão de dados em tempo real, o que se está verificando é uma mudança na base do processo de produção do conhecimento científico: Passar da produção do conhecimento com base na autoridade científica instituída através do acúmulo de capital científico, para a produção do conhecimento coletivo (autor coletivo / autoridade coletiva).
OPÇÃO METODOLÓGICA O processo de desenvolvimento deste estudo consiste das etapas que seguem: Coleta de dados: PORTAL DE PERIÓDICOS CAPES Utilizou-se a base ISI Web of Knowledge Social Sciences Citation Index Análise de dados análise bibliométrica dos dados a partir do software HistCite: software de visualização de resultados da literatura científica indexada na base Web of Science. Desenvolvido pelo Dr. Eugene Garfield, se utiliza de um algoritmo historiográfico para gerar matrizes de dados e produzir gráficos em formato de redes de frentes históricas de pesquisa.
